indeed.
metro manila cities were built without urban planning. houses, legal or squatters sprouted anywhere like mushrooms in your backyard. there are no good sanitations, sewerages, flood controls, etc. the metro manila commission people were mostly political appointees (lets add the guy from department of environment and natural resources). no knowledge and experience in urban planning.
a hundred or so people died in this ondoy/ketsana tragedy, such a sad event. so again. are we really prepared to learn from this? or are we just doing the pinoy thing and just waxing poetic about all this? if we cant learn from past disasters that killed thousands, what hope have we of learning from one that killed a hundred? put my two cents in.
